Professional Background and Education


Dr. Hart’s scholarship has been recognized in an estimated 25 peer-reviewed publications in domestic and international journals. In addition, he has written several book chapters and health and forensic psychology articles. While a former behavioral health clinical executive of a case managed care PPO, he interfaced with insurance companies, multi-specialty medical groups and administered utilization management of networks of hospital and providers covering 30, 000 lives ensuring compliance with Oregon health law and regulations. 

For nearly 10 years Dr. Hart served on the allied health care staff of numerous Portland area general and psychiatric hospitals providing insurance and multi-specialty medical group coordinated behavioral health case management with medical, psychiatric, mental health and chemical dependency providers and coordinated utilization mental health management within medical-surgical, intensive care, cardiac care, geriatric care, emergency departments and inpatient geriatric, adult, adolescent, and child psychiatry units as well as outpatient, residential and nursing home services. Within this period and in his private practice he provided inpatient and outpatient clinical consultation and or treatment services for these groups.

Dr. Hart has served as a psychology expert on disability determination appeals for the Federal Government Social Security Administration Office of Appeals for about 10 years. Dr. Hart is a Fellow with the American Academy of Clinical Psychology—a distinction recognized for advanced competence in the field of clinical psychology. He has been a faculty member of the University of Pennsylvania Medical School, Department of Psychiatry and obtained post-graduate studies in health care administration and clinical preventive medicine at the University of Wisconsin-Madison.

Dr. Hart is clinical practitioner, researcher and commentator. He has authored an estimated 30 scholarly publications, including book chapters, book reviews, and law editorial discussions.
